The objective is to boost the qualifications of local agents and institutions intervening in the communities, to train local leaders and to reinforce the structures enabling community participation from civil society (community police, ongoing training for community associations, basic precepts of administration and management, leadership courses, human relations and citizen participation, conflict management, health and risk behavior awareness, environmental management, etc.). In addition the Institute promotes dialogue among and between different segments of Haitian society to help facilitate the democratic process.

Promoting Dialogue for Democratic Reform in Haiti In partnership with Club de Madrid. Funded by the European Union This initiative aims to support Haitian leaders overcome the current political challenges and, at the same time, promote dialogue to address Haiti's structural obstacles to democratic reform. The objectives include: establishing multi-stakeholders areas for dialogue and negotiation so as to bring together the country's key players in order to reflect on commonly identified democratic governance priorities; accompanying Haitian leaders in the management of immediate political challenges and support them in their search for solutions; and to promote dialogue regarding democratic reforms in the medium and long-term in order to find pragmatic agreements leading to political actions. Cite Soleil Community Forum Since 2007, the Institute has established a network of burgeoning "community forums" that allow residents of Cité Soleil to improve their own conditions, train community leaders to be program planners and implementers, not just recipients. This powerful development tool did not exist until INURED began its participatory research in Cite Soleil. Its success despite dire circumstances - extreme poverty and warfare between gang leaders and US/UN security forces - is evidence of its potential right now. The Community Forum Initiative will be implemented as a methodology in different communities beyond Cite Soleil. Soley Ini/Youth to Youth Connections Young people face diverse challenges particularly in communities like Cite Soleil and other poor urban areas. Beyond their lack of basic necessities, many youth are looking for opportunities in vocational training and skills development. The Youth to Youth Connections initiative brings together enthusiastic youth to provide opportunities in IT training, international exchange, and educational development among others.
